Editing requires that the user is a valid ArcGIS user with the required permissions. Versioning and utility network requires the ArcGIS Advanced Editing user type extension. The Editing feature is managed only with the Versioning.
The Editing feature is available only on Feature Service and Feature Layer.

Editing tool allow to manage the ever-changing field service operations, allowing to update information in real-time, flagging faulty equipment, or adding notes about specific locations, reflecting these changes on the map for improved visibility and communication. Of course, update data on services accessible by more users can causes risks, so the Editing is managed only with the Versioning Control.
Use Case:
Consider a scenario where the client is a land registry department and needs modifying the zoning plan for edificable and non-edificable areas. Directly altering the data accessible to all users causes risks, such as data loss, inconsistencies, and the need for a subsequent validation phase.
A more effective approach involves version control. This allows editing the geodata in a versioned state and consolidating it only at a later stage. Until the version is consolidated, it remains accessible for viewing and editing by authorized users, replacing the consolidated data.
