Create a Formation

The system needs bounded "blueprints" to know exactly what shapes and sizes of teams it is operationally allowed to build. A Formation is a potential team template linked to an Operations Center that establishes hard systemic limits for the algorithm. For example, setting the Composition and Cardinality to 2 guarantees the algorithm will never attempt to assign three people to that specific heavy-lifting team type.
