Activate global lock
When an emergency response task starts, the operation center has a global lock that:

Remains active through all three sub-phases.

Only releases once the entire cycle is complete.
Protect emergency assignments
The system protects emergency assignments with specific rules like:

Fixed management: Emergency response activities are treated as Fixed.

The system can’t move activities in position or time during emergency response.

Set the model parameter Immediate scheduling activities management to
Fixed.

The "anchor" logic: The last assigned emergency activity serves as the anchor for the rest of the day's schedule.

Start position: Optimization begins at the location of the last emergency task.

Start time: Optimization begins at the end time of the last emergency task, and accounts for real-time updates from the field.

Non-removable activities: If the assigned emergency tasks meet your required count of "Non-Removable Activities", the system won’t lock any further standard activities.

If they don’t meet your required count, the system treats currently-scheduled tasks as non-removable until that coverage is met.
